The collection, access and use of data are necessary to measure the effectiveness of interventions supported by public or private, national or international partners and in this way contribute to the achievement of the goals described in the Sustainable Development Goals. Promoting debates on the most frequent progress and obstacles to the design of instruments or models that allow for the effective collection of data that technical cooperation produces and installs in the territories is a responsibility of the States and a commitment that the actors of the sector must assume. ecosystem of cooperation in each of the places where they intervene, transparency of the effectiveness of aid is sought.

Open data, transparency and the speed at which this information is channeled through a state measurement mechanism can allow, based on non-traditional data, more and better decisions to be made regarding policies or innovations for the development that effectively benefits communities.

The International Cooperation Observatory of the Presidential Agency for International Cooperation APC - Colombia, will run an ideas lab space and a subsequent interactive round table, to complement the space, review or validate the collection, measurement and analysis prototype that together academic allies in Colombia are developing. The objective of making visible, measuring and giving value to the capacities installed in communities and social groups within the framework of the technical cooperation for development modality is a priority of the national vision regarding the effectiveness of development and contributes to the objectives and goals proposed by the Open Working Group on the SDGs.

The ideas lab will be developed from the joint review of the parameters that have been selected to collect, measure and analyze the data. We wish to contrast, in a space of co-creation with peers from other countries and other areas of work, whether the tool, which is prototyped from the Colombian exercise, can respond to the need of other Agencies and national cooperation coordination bodies, to measure the effectiveness of technical cooperation, the installed capacity, the impact of the aid and its capacity to generate positive and sustainable changes in the beneficiary communities and organizations, ultimately being able to review or demonstrate whether the MEL cycle (monitoring, evaluation and learning).

The ideas lab is intended to allow multidisciplinary teams to review and create indicators that measure the effectiveness of projects, programs and policies implemented in their countries, as well as the capacity of communities and organizations to manage and maintain aid results. in the long term, in addition to creating bridges for mainstreaming knowledge with their peers.

We want to demonstrate that making visible the capacities installed through technical cooperation interventions will guarantee the effectiveness and sustainability of aid, in addition to the awakening of communities that are self-managed in their development.
